The good news is, if you want to venture out on your own and make that web site, you don't need a master's degree in computer-programming!
You don't have to take night classes at a local college (which obviously costs even MORE money), you don't have to understand everything there is to know about HTML, study confusing web sites or even buy expensive web development software that could take a newcomer several weeks to learn.
Rather, all you need is some free HTML software along with a totally free website template. All of which can be located on the internet, and...you guessed it...for FREE!
Once you have these free items, assuming you also have your own domain name and web hosting service, it's as easy as adding the text you want to the free template and then publishing it to your website.

And you can get those website pages by doing a simple search in Google for "free website templates" and you'll have lots to select from.
Once you've found a template you're happy with, simply download it, open the pages you want to change, add your content to those pages, and then move it up to your web hosting company.
Just like that, you have got a site on the internet and ready to accept website visitors!
You'll soon discover that the entire process of designing your own website really isn't all that complicated - once you have the best resources of course.
